NO-ONE makes an off the shelf ITB system for the Neon right now.

Start begging AMM to make you a set, and request that the runners be made too short to be usefull like the one you posted.
This post brought to you by the department of redundancy department.

Nice. Did you fabricate it, or adapt it from some other unit?

An airbox is better, as it can be ducted from a source with lower air temps. Usually folks just stick socks on Webers. Example:

Image

The nice thing about an airbox over filters (as opposed to just a hose to the TB) is that you can have some protection against water ingestion. The OEM setup for Triumph's GT6 had an airbox w/filters over the carbs ducted from low at the front of the car (much like the above), but the airbox had an opening at the bottom. If water gets in, it falls out the hole at the bottom. There's some penalty at stop by getting both cool air from in front via the ductwork & warm air from the engine compartment via the opening at the bottom of the airbox. But once off of a dead stop, the ram effect of the forward-facing duct pushes all cold air from in front into the air box, pressurizing it slightly, & causing air at the hole in the bottom of the airbox to flow only outwards.
